Engineering the Right Way: Navigating EIZ & ACEZ Registration in Zambia

To legally offer engineering services in Zambia, individuals and companies must comply with the regulatory requirements of the Engineering Institution of Zambia (EIZ).
In addition, the Engineering Institution of Zambia (EIZ) Act No. 17 of 2010 requires that Consulting Engineers practicing in Zambia be registered with the Engineering Registration Board (EngRB) and be members of the Association of Consulting Engineers of Zambia (ACEZ).
Regulatory Framework
- EIZ, established under the EIZ Act No. 17 of 2010, is the statutory body responsible for regulating the engineering profession in Zambia.
- ACEZ is a professional body specifically for consulting engineers and consulting engineering firms.
Who Needs to Register?
- EIZ Registration
All individuals and entities offering engineering services in Zambia, whether local or foreign, must register with EIZ on a mandatory basis. This includes:
- Engineers
- Technologists
- Technicians; and
- Engineering firms and units.
- ACEZ Registration (Only for Consulting Engineering Services)
Registration with ACEZ is required only for individuals or companies intending to offer consulting engineering services in Zambia. This includes firms/companies that provide independent engineering advice, design, supervision, or project management services.
Special Considerations for Local Entities
- Firm/Company membership applications shall be supported by at least one Partner/Director who is registered by the Engineering Registration Board as an Engineer and is resident in Zambia. The Partner/Director should meet the minimum qualifications for individual membership of ACEZ or should already be a member of ACEZ.
Special Considerations for Foreign Entities
- A foreign entity undertaking a single project may not need ACEZ registration but must enter into a Joint Venture (JV) with a local engineering firm.
- If the company intends to bid for or undertake multiple projects, full registration with both ACEZ and EIZ is required, through the submission of the completed application form duly signed by an authorised representative (including Power of Attorney), together with the Company Registration Certificate (in country of origin), list of Partners/Directors including full names, passport numbers, residential addresses, and office addresses. A short profile of each Partner/Director should be provided, along with a Company Profile including membership of the International Federation of Consulting Engineers (FIDIC).
Special Consideration for Sole Practitioner Member
- Individuals applying for full membership of ACEZ shall be Principals (Partner, Director, or Shareholder) of firms/companies that are members of ACEZ or qualify for membership. Where such firms/companies are not members of ACEZ, the application for the firm/company should accompany that of the principal. Sole practitioners registered by the Engineering Registration Board may also apply.
Legal Obligations
Under the EIZ Act No. 17 of 2010:
- It is an offence to practice engineering in Zambia without registration and a valid practicing certificate.
- All engineering practitioners and organisations must comply with EIZ’s code of ethics and are subject to audits and disciplinary action for non-compliance.
