Understanding Liquor Licensing in Zambia: Why Corpus Globe Corporate Solutions Is Your Trusted Partner

By Prisca, Emmy and Bruce

Operating without a liquor license can lead to hefty fines, legal complications, or even closure.

Navigating the licensing process can feel daunting, but it does not have to be. At Corpus Globe Corporate Solutions, we simplify the journey, helping you meet all legal requirements with confidence so you can focus on what matters most growing your business and serving your customers.

The Legal Framework

Liquor licensing in Zambia is governed by the Liquor Licensing Act No. 20 of 2011, which regulates the manufacture, distribution, and sale of alcoholic beverages. The Act promotes responsible business practices and protects public health and safety. It empowers a licensing committee to oversee applications, conduct background checks, and enforce compliance.

How the Licensing Process Works

Securing a liquor license involves several key steps:

  1. Inspections

Officers from various departments of the City/Town Council will inspect your premises. These include:

  • Fire and Safety
  • Public Health
  • Building Inspection
  • Police Inspection Once completed, inspection reports are compiled and submitted to the Council’s legal department for processing.
  1. Protection Order

While your application is under review, you may be issued a temporary Protection Order, valid for up to three months, which allows you to legally trade during the interim.

  1. Issuance of Liquor License

Upon approval, you will receive a liquor license valid for three years, granting you full compliance to operate your business.

Key Conditions to Keep in Mind

Different business models come with different licensing conditions:

  • Bottle stores/liquor shops are not permitted to offer sit-in services.
  • Nightclubs, restaurants, and pubs may offer sit-in and entertainment services.
  • Liquor licenses are non-transferable, any change in ownership requires a new application.

Understanding these conditions upfront helps you avoid costly mistakes and ensures smooth operations.
